The big slow ones that don't maneuver are bigger liquid fuel rockets that carry much larger warheads. I sort of thought about it earlier and I think the old missile force commander that was assassinated put a lot of weight in the smaller precision missiles and sent saturation waves of them. While Their new strategy seems to be timed fire to get the super fast smaller missiles to arrive shortly before the big liquid fuel ones in order to draw air defense with them. Some of them do hit their targets, a lot of them get intercepted, but the air defense batteries are busy reloading once the big boys arrive and these are the rockets that cause these bigger, more meaningful explosions that you didn't see with True Promise 2 that destroy entire city blocks.
