why did he do that? because the working class were backing the socialists in large.
bismarck did not bestow these things nobly unto us.
instead, it was mostly actual working class people pushing those who were supposedly stewards to them to lessen the cruelty that was prior.
bismarck was pressured by the people until he was in a position where listening to the people's will was the less worse alternative.
motherfucker these rights were fought and bled for.

The tree of liberty must be refreshed from time to time with the blood of patriots and tyrants. And Bismarck, given the chance, had gladly ignored the will and plight of the people and became a tyrant. A country belongs to its people, but they have to be ready to take it.
