Of course you can. There are a huge selection of chronometers and 3d modeling software available, i am sure you know them and how to use them more than me. All you need to test 5.56mm is a bolt action .22 mag and creativity. Everything else is just details given the nominally .22 bullet molds out there.
I spent a year and a half working as a range instructor for a US Government (state retracted) shooting range, we used to have a guy who did competitive shooting with a homemade chronometer, shooting rest and hand loaded .22 shorts. The guy made them, he figured out that .22 nail gun blanks had more consistent charges and primers than actual .22 so he cut them up and hand loaded .22 short.
Whatever your firearms related passion is, be like that guy.

Russia is paying them with EVERYTHING. Just the ammunition alone doubled the DPRK's effective GDP* and that doesn't take into account equipment and troops. Greenhouses, textile mills, CnC equipment, massive amounts of aquaculture and nursery equipment, none of this comes from Russia. So they trade and barter because it is more cost effective than sending gold that gets turned into RMB to buy it.
*GDP is a shitty metric especially in regards to the DPRK who doesn't actually need money for many things.
The potatoes are a multipart part issue;

So yes potatoes are involved as are alot of other things. Putin is very lucky the DPRK is so centralized with a relatively small population, none of this would work with any other nation.
