My image is proof to the contrary. It procs "on player kill" stuff.
Here's it proccing Canine Morale anyway cause I'm testing, works flawlessly. Doesn't seem to be broken like people are screeching in here for 20+ posts now.

The kill feed is just broken sometimes, kill attribution seems 100% consistent though
