Yeah, the only reason he wasn't officially campaigning in 2021-2022 was that in 2017-2018 he sucked so much life out of the GOP midterm campaign by announcing very early that it was believed to have caused harm in that election. No President had ever announced prior to midterms previously, and with him being challenged to do it constantly, he basically decided to get the speculation out of the media quickly.
