Three of wands says that there is definitely Twin Flame energy present in your life. You can see this card as two flames come together so that a third independent flame emerges from the combination. The material for a Twin Flame narrative is present in your life even if not fully cohered.
The problem is represented by the Devil. It is a disturbing energy that keeps the Twin Flame situation from stabilizing between you and another. It is possible that you have met some person the seems to be your Twin Flame or could be, but elements of illusion or materiality or basic self orientation are grounding the energy before the circuit can be completed. This Devil energy may be in you, a potential Twin Flame that you know, or both. There is no judgment in this. This is simply a matter of two archetypal patterns that can coexist. You have to choose one or the other, and your other person has to make a compatible choice too.
The Lovers card represents exactly the Twin Flame archetype that we are talking about. It reminds us that for this pattern to work properly, opposites must be united, and this union of opposites changes each so totally that they are effectively destroyed. The two no longer exist, there is only the one. You can only have union if you are willing to give up the separateness of the components.
