the problem is cities like london, paris, moscow, st petersburg, new york were the centers of large empires. all the money from all around the world would flow there, and rich people would live there and they were largely untouched by war for hundreds of years, apart from london during the blitz and moscow when it was burned down during napoleonic wars.
it's hard to suddenly compete with that.
