Certainly seems like it, because it's literally killed fucking kids in Gaza already and it's being exploited by pedophile rings to cover their tracks and eliminate rats in their midst. All the while grooming children for their personal needs (through making them blind and naive) and shutting any ability for them to whistleblow on them down.
