There's no way he actually has that many. You only get a number this high if you cheat and include shit like MVC, where he just shows up. I would not count random fucking crossover games or repackaged collections as entirely unique Megaman games and neither should you. Or else suddenly Darkstalkers has like double digit titles as well.
