That one is Rungu Rungu Ozu no Mahoutsukai. Yes, The Wizard of Oz. It's pretty much a JRPG, except it doesn't have combat. Instead, there's crafting stuff with a magical cauldron.
Quite fun actually and main cutscenes are pretty amateurishly but soulfully voiced.
Not the most beautiful PSX game certainly, but it's cute.
