Magic is merely the process of breaking known laws of physics. The difference between magic and technology is that magic breaks these laws temporarily on a local level, while technology entirely relies on their unbroken consistency. If I'm throwing fireballs, I'm just breaking law of conservation of energy to make energy out of nothing, or maybe i'm fucking with autoignition temperature of air, could be achieved in many different ways, but the core of the concept is that I'm only suspeding these laws for the duration of the "spell".
Magic has not been consistently observed in real life so far. Quantum phenomena can get kinda close, but not really.
