Don't you think ABMs now put nuclear powers into two tiers:
1. Those who have dozens of nuclear warheads which can be neutralised by ABM systems.
2. Those who have hundreds to thousands of warheads who can out-saturate any ABM system.
Also pic is misleading because only so many nuclear warheads are actually deployable at any time, and the UK and France are also in the first dozens category of *immeadiately deployable* warheads.
