The political structure of the Candy Kingdom is an interesting question. I think it's some form of feudalism based on PBs interactions with The Earl of Lemongrab which are that of a liege lady and very independent vassal.
PB does not have sovereign control of the Earldom of Lemongrab, and at one point was banned from entering the Earldom entirely. Lemongrab has compete control of the Earldom.
During the Gum War Lemongrab took up arms under the banner of the Candy Kingdom and he served as regent of the Candy Kingdom when PB was turned 13. This would imply Lemongrab is a clement to the Candy Kingdom and may be next in line.
