You don't need to use the Philippines as a forward base when you have taken Marshall Islands and later the Mariana, Iwo and Okinawa. The invasion of Philippines in the October of 1944 was completely unnecessary to achieve the primary objective of bombing and invading the Japanese home islands for a swift and decisive victory over Japan.
