Best phantom jobs for DPS on BLM from my experience so far:
>long fight (like a raid boss)
Monk>Samurai>=Oracle
>short fights like a FATE that last less than 2 min

Oracle is only relevant if you use starfall on CD. It does over 400k with enochian for me before any raid buffs and that's once per minute and works especially well if there's adds or cleave at the time. Don't try this in FT unless you have a tank and healer that are willing to babysit you the entire time and throw tank mit/heals on you asap.
