That’s correct. Tom actually has natural attributes and abilities that Wile doesn’t. Tom’s playstyle is to exploit any weaknesses against whoever he’s up against and make use of anything and everything that’s readily available. Tom could just observe how all of Wile’s gadgets that keep failing and backfiring on him happen to be ACME-branded and use that to his advantage, or he could get hit by the Anti-Looney gun, willingly let himself get killed by Wile, come back thanks to one of his 9 lives, manipulate Wile with either hypnosis or just causality itself to give him the gun instead and blast him with it.
What a lot of people, and unsurprisingly the people behind G1 blog, fail to understand is that Tom has way more methods of exploiting and killing Wile, and Wile would be having a hard time trying to figure out how to properly destroy Tom. The fact that in order for Wile to stand even remotely of a chance against Tom is by scaling him to various Looney Tunes characters that he’s barely interacted with (let alone actually faces off against) proves to me that his potential is all fluff. Tok has at least gone up against foes above his weight class multiple times like with Spike, farm animals, wild animals, and even other cats that are just as cunning as him.
