Actually he did the opposite. He was given designs for Bardock's crew and he specifically changed all of their hair to black (Fasha/Celipa/Ceripa/Selipa/Seripa/Celypa/Selypa/Serypa/Cerypa) had blonde hair before Toriyama changed it.

He cared enough to both change the designs and leave them a message. He definitely cared but was just being polite. This is Toriyama, the dude that supposedly didn't think anything through. If he actually didn't care he wouldn't have done this.
