No. If anything, Doflamingo carried Dressrosa, an otherwise mediocre arc with a disproportionately good villain. Sure, the flashback and Rosinante are up there, the Kyros story was cool and moving, Law and Luffy are always great, and Robin had her single greatest Post-TS outfit, but other than those points Dressrosa was kind of lame.
