The whole western thing of ”return to the table” is more or less a distraction designed to fool the opposition into thinking that their demands would be listened to or considered. This in turn leads them to lessen or hold back on their war efforts, as ramping them up would lead to said kangaroo negotiators to call it antithetical to the peace which they never intend to agree to.
