The difference between Popeye's and Kid Goku's feats is due to their cosmology. Popeye is a fictional character in canon; the film reel is his entire universe, meaning when he ripped it, he destroyed his universe and everything in it. Meanwhile, Kid Goku breaking the manga panels means nothing; there are no higher implications, and the Dragon Ball cosmology is not fictional in canon, so that's why it's ignored. Nobody in the manga even acknowledges that it happened. Hell, Popeye has better panel-breaking feats as he can skip ahead and cut to parts of the story/space-time.
