which nobody gives a shit about. The RBY twist of beating the E4 just to see your asshole rival there was meaningful because you knew this character, you've been trading blows throughout the Kanto journey, and now you have some personal investment in trying to get back at him for all his past assholery. But in Emerald, you don't know Wallace, he's barely a character, so him showing up at the end is just a jump scare at best if you were expecting Steven.
A rival May/Brendan final battle would have been so much more impactful. There does need to be a mod that makes them as relevant to your journey as rival Blue/Green was in Kanto. Not a comppete copy and paste, but using RSE Brendan/May's existing personalities.
