may be a stretch but I feel like hearthstone and its rogue pirate decks may have brought about an idea for wow, hearthstone did get tortollans and n'zoth before wow did so there was definitively something between the teams at that point. either that or they wanted to have a singular pirate spec like priest has a single spec all about shadow and void stuff but it didnt stick.
more likely it was just because bfa had kultiras and naval battles so they wanted to theme the classes and abilities to sort of fit the expansion but didnt get very far.
