You act like soldiers in reality are the same as in your vidya games. Most soldiers arent going to shoot well enough to score multiple effective hits on target. Armor is meant to grab the strays that actually hit you and prevent them from killing you. A hit to anywhere non vital will be survivable if you aren't running around alone.

Not to mention if an enemy shoots a friendly, they will more than likely receive return fire, and regardless will probably be too nervous to fire another pot shot. If you can see the whites of their eyes, however, armor is of little consideration.
