Here is how a real country would go about this. This is how Qatar works too. Bring in a racial underclass, and they work shit jobs. They do not get citizenship and nor do their kids. They cannot vote, and will never be able to vote via having kids. They do not have any access to welfare. And the citizenry benefits of this greatly.
