They are gods who have forgotten their own names and identities, living out Kivotos in peace under new identities. Remembering their true selves is actually seen as a bad thing when it happens, it's better that they let go and become someone new rather than holding onto the past.

The priests worship the nameless gods, because they are the nameless priests. They are the previous civilization that used to live here, they created Alice and all the other evil technology scattered around Kivotos. The ruins are the result of the priests. They're seething about the forgotten gods living on their planet, even though theyre already dead..we don't have a huge amount of lore on the nameless gods just yet
