A Federal organization to coordinate & assist State education programs so that they can collectively improve would be far superior. It should probably be under Labor, HHS, or another full cabinet department instead of reporting directly to POTUS. HHS, previously HEW (Health, Education, & Welfare), included the Department of Education until Carter split it up in 1979. It could go with HUD or Commerce maybe, but I think reestablishing HEW is our best bet, although I feel like it can retain the name HHS since I don't like including the word "welfare" in a department name again.
