From what I've seen, the likes of Yuuna and Youkai Shoujo are at least as bold as Fairy Tail, although they could be categorized as "ecchi that incorporates some shounen action" instead of the other way around, so less "mainstream".

And of course then there's the likes of Magicalize, Tama Kick, Isekai Sniper, Teishi Jikan Yuusha or Mahou Shoujo ni Akogarete - the opposite of mainstream and not even really bothering with the conventions of shounen action.
