The Soviets famously made German airpower largely useless during the Battle of Stalingrad by "hugging" them (forcing their enemy to fight in such close quarters that air support and even tanks could not be employed without risking friendly fire).

There's also airspace denial with ground-based air defense, which Ukraine has used to great effect.
