I found this otherwise unused Eisenwald prison technician being bullied by two low-detail guards on the street at the beginning of the Eisenwald mission.
Maybe they were planning on making technicians low-level enemies like in The New Colossus.
I think that one locomotive driver in the cutscene where they hide BJ in a torpedo has the same uniform but without the insignia.
