I know exactly what it means, but your comparison to Gwyn when the term hollowing in game is referring to humans going hollow AFTER becoming undead, which is powered by the dark soul. Do you understand the difference now. It's more than just a slight mechanical difference, there's in game propaganda and ignorance reinforcing it because it is an undesirable state (the white soul is gone but the body is animated by the dark soul).

Dragons existed before souls existed. Those specific dragons are rotted, plus the dragons in DS1 do not drop unique souls, which should tell you everything about them being outside of life.
