There is also just an issue of the variance you can get with male fictional characters. Most of them have short hair, the same haircut. The then the only variance you get is maybe glasses, muscles or skinny, or a shota. The reason why feminine looking males (and I don't mean femboys, but Alucard, D from Vampire Hunter, Cecil. Sephiroth, etc) are popular is not only because they different but also allow for more intricate character design
And I would agree that many "ikkemen" are more interesting looking than most other generic characters. You can of course make good designer hyper masculine or bearded characters but it's kind of rare to happen. Also for the same reason, older men characters are popular, they just look more interesting.
Female character are easy to design, even just with all the coomer variance in clothing.
