Yeah that's a whole discussion too and part of the reason why personal canons are such a big thing (alongside the proliferation of apollyon type stuff).
Me personally, I'm a big fan of the concept of the Foundation as such large secret-shrouded organization that calculating how strong and effective they actually are is nigh impossible outside of the council since so much is need to know; this helps smooth out the differences in foundation from scp to scp
I'm kinda mixed on the use of SRA and the like, mostly cause if you just drop into a later scp and see that you'll have no idea what the fuck is going on, which can be quite often giving they are about as used as amnestics. I also understand the dislike some have for near uber-equipped foundation as well, and stuff like SRAs and multiple offworld/dimension bases are basically the modern version of the tele-killing metal (which was nerfed early on since crossposting was rampant and fucking everywhere).
I personally accept most foundation advancements so long as the scale is limited. Like I think the upper end for me is highly developed extradimensional bases and space fleets, having a base on the the moon and using scp's as extra bases are about it, I don't like scp entries with the foundation having near star destroyers.
Also, I can bend with this a bit, but I'm a lot harsher on them having much magical access. A LOT of mtf groups have magicians in their team, I think it's a bit much.
Also I prefer the GOC having general military superiority, makes more sense why the foundation hasn't just wiped their asses out.
