I think the culture has something to do with it but I think it's mostly genetics and the caste system.
They have arranged marriage so they don't breed for any sort of positive traits like attractiveness/athletic ability/strength/intelligence. Their pairing is mostly arranged by their social standing and dictated by caste system endogamy. So a dalit is going to be a dalit and will have dalit genetics etc. There is no evolutionary drive for the Pajeet to evolve into anything that isn't a shit eating/piss drinking brown retard and the only thing that really seems to influence India in any real way is when they get invaded and subjugated by superior races and cultures, which has happened over 200 times.
