penacony is what filler is supposed to be; exploring the larger HSR universe and its factions. basically every character from penacony is memorable and well liked and people want to see more of them
amphoreus is supposed to not be filler but it's shaping up to be the bad kind
it took 4 patches to attempt to begin to explore things like the rupert scepter, and it ended up excluding the other faction's involvement in the plot by having the literal who chrysos heirs be the main focus of it
instead of exploring the genuis society members since screwllum, ruan mei and stephen haven't been involved in anything yet
