It shouldn't have just taken BotW and add more stuff atop it, it should have taken BotW and expanded on it. It should have been BotW but with a different gimmick, the same-sized world without any depths or sky. I think they used TotK to see if they could make a game like it without any lag, slowdown or whatnot. I expect them to make a smaller game but more optimized or worse, a game with five layers, two atop and below the overworld.
