The way current threads operate, yeah they are. A large amount of the seasonal threads in that high ppm category are generals, they're active threads that get new ones every day or two even when episodes aren't airing.
A healthy example would be the currently airing Yaiba or Anne. They do not get threads unless an episode has aired.
The generals that continue without episodes airing are inevitably filled with drama and other dumb shit. Which is why they're lumped in.
