What are the political implications of machines and gun parts being readily available? For about 1000 shekels, you could go get a bunch of aluminum, a drill press, a non CNC milling machine, micrometer, drill bits, and some files, and you could make lower recievers all day. Pair that with it being the only registered gun part, you could get the rest of what you need in a bass pro shops in another state. You also have a milling machine now so making fully automatic, high grade weapons out of consumer level parts is not only possible but within reach to most Americans that can read a tape measure.
On top of that explosives and the materials to make them are also readily available, particularly Urea Nitrate, TNT, RDX, and PETN.
Nothing is stoping you from building a dumb rocket out of home depot purchaces, that has a massive explosive payload.
This is a complicated situation and if there were a civil war here in America it would be a fucking mess that would put the Iraq/Afghanistan war to shame
