Seasonal farm workers is probably the only area where low skill migrant labor might be good, because otherwise there is a risk that farming land might remain unused if wages get too high. However, you have to prevent them from working any other job and make sure they leave as soon as the picking season is over, otherwise they will start suppressing wages in other jobs
