Because sometimes even removing content for an offsite patch doesn't save you. Tokyo Clanpool got hard-banned from Steam even with the rubbing minigame removed and CGs censored.

It has been steadily getting worse and worse over the years. In 2018, Mary Skelter Nightmares, a Vita game with a typical Vitacore fanservice minigame, was released on Steam with zero alterations. I think that was also the year they took Evenicle, an actual eroge, also with no alterations. Senran Kagura games also released with no alterations through 2019. Then in 2020, they banned Evenicle 2 despite the content being the same or arguably tamer than the first game, but at least Gal*Gun Returns could still release unaltered in 2021. Then in 2022 Duel Princess got banned and Mary Skelter 2 had to have the Purge minigame removed to release on Steam. Said year also saw the infamous Chaos;Head Noah ban which caused enough of an outcry to get reversed. In 2023 Dungeon Travelers 2 got hard-banned even though it was based off of the censored western Vita version. And then in 2024 they hard-banned Tokyo Clanpool, a game very similar to Mary Skelter, even without its Ether Induction minigame, they have now stooped to banning all-ages VNs like Key/Prototype's Holy Undead, and Inti Creates says Gal*Gun can no longer be considered for release there. Judging by all this, 2020 was the turning point and they've been getting steadily worse each year.
