The Top Cake is twice as good as the chapter 1 Spin Cake, but you can only ever use it once int he entire game. Meanwhhile Spin Cake can be replaced infinitely and improves each chapter. The chapter 4 version is on par with the Top Cake.
Spin Cake is objectively better unless you REALLY need the Top Cake's full heal for Jevil or are saving it for an extra 10 HP heal against the knight.
