First, context: SE is infamous for its low pay, lack of benefits, poor working conditions, crunch, messy projects where old producers are erratic and run the show, and its overreliance on contractors, which are paid even less and have to work more.
It's why they rely on fresh graduates eager to work on games, and young people with no gamedev experience who worked at somewhere worse.

The heavy use of contractors in JP is not unusual, as full-time employees are extremely hard to fire. However, you can't be a full-time contractor forever. After 5 years, JP labour law gives you the right to become a FTE.
As one can easily guess, companies end the contract before that unless they want to hire that person. That's the main reason why a lot of older systems have code that the current team struggles with and has all sorts of jank - in the early days, CS3 used a ton of contractors for as long as they could and didn't hire a lot of them. ARR was expensive and they didn't know it'd pay for itself.

Yoshida said recently that Squadrons didn't get updated because the guy who made it isn't there anymore. Others got promoted and stuff is left behind (like the guy who made chocobo racing is now designing fights). As YP confessed, he was "too busy" to ensure the code was reviewed and things got properly documented, plus some were outsourced, like housing.
