Same reason why Mimori doesn't show up during the Hyakki-Gehenna exchange event, lack of alt.
Though they did atleast give a reason for Mimori being absent because of solo training in that event, in this event Tsubaki and Kaede are literally not brought up a single time, even though Izuna's and Chise's club members arrive to cheer them on in the finals.
Also another thing, I was kinda disappointed that Wakamo and Mimori never interacted, given there's promotional art and loading screen art possibly suggesting she may have been part of the Discipline Club before becoming a prisoner.
