Reports from the NVPD have painted a picture of rising organized crime as Freeside escapes from rock bottom hunger and poverty. The former gang members themselves say they are unable to tackle the problem while conducting normal day-to-day operations in Freeside. The crime is normal racketeering but The King is upset that it’s interfering with his own “business” around the city.
