Am sure that there are many countries in the world that don't have widespread HIV testing but it would be senseless to think, for example, given picrel, that HIV is a greater problem in EE & Russia than in Southern Africa. If you test more, you will get more detections of infection but It's the percentage of detections that matters not the absolute number of detected cases.
