Many many reasons, all dumb:
1) there is surely lots of false information to help make the information poison to release
2) many otherwise helpful powerful people to Trump are probably guilty
3) it is an Israeli mossad and possibly CIA affiliated blackmailing operation
4) foreign leaders of allied nations are probably implicated
5) false or true information about extremely rich and powerful people who are dangerous in many ways are likely in the files
6) they likely have no way to verify most of the information they have
7) they believe it is genuinely not important to many people over other issues

Most of that is irrelevant and it simply won't go away. It would have been better to kick the can even. This is one of the lesser options to dealing with being outfoxed, outclassed, and wishing to avoid bullshit. The obvious conclusion many people will make is that Trump is not only contained in correspondence and attendance in noncriminal events around the case, he is, but that he is somehow also in it but criminally and somehow democrats chose not to publish that.
