148.3. (a) Any individual who reports, or causes any report to be made, to any city, county, city and county, or state department, district, agency, division, commission, or board, that an “emergency” exists, knowing that the report is false, is guilty of a misdemeanor and upon conviction thereof shall be punishable by imprisonment in a county jail for a period not exceeding one year, or by a fine not exceeding one thousand dollars ($1,000), or by both that imprisonment and fine.

Cops are retarded, Causes to be reported in this statute would be telling someone else to call 911 on your behalf, it exists so they don't have to arrest the person who made the false report if they mislead by someone else, its not a catch all for arresting everyone on Halloween.

Sign then after your signature write UCC 1-308, This is a polite and probably unknown way to sign something 'Under Protest' that the person accepting the paperwork is probably too stupid to even understand, but it is absolutely fool proof in court.
If they ask what it is just tell them its a Uniform Commercial Code Filing, for your records and ask for a copy yourself at that point, and if they can do certified copy since they probably have a stamp.
