there are a couple of interesting options that could explain how rocks was at mary geoise.
It says he became a wanted man after that incident, which implies he wasn't a criminal before, so the options could be:
>he was a king, something happened and ended up killing a marine, causing him to flee.
which would explain teach's goal to become a king as well, following his father's steps.
>he was a royal guard protecting a king attending the levely.
he found out something and decided to abandon his kingdom.
>he, as an unknown person, infiltrated mary geoise, like the revs just did.
not very likely for someone as reckless as he was to invade god valley and just jump to action.
>he was already at mary geoise when the levely took place, as a celestial dragon, maybe even as a former holy knight, as a former marine or as a slave.
Him being a former CD/marine would be a very interesting twist, but the later not much, given he was capable of killing an admiral, so he wouldn't just be a simple prisoner.
This is all, assuming the event was not a misdirection and something else happened and this is just the official version.
