how can I gain the technological inteligence to track someone down even if they're difficult to find person who tries to obfuscate their identity as best possible

I am trying to track down someone who groomed and hurt me and my ex best friend and took them away from me

this is not optional
if you don't help me i'll still find a way and still try so its better to assist me on where i can learn such a skill

aiming for CIA/NSA level of ability to find someone so i know i can find them and fix things once and for all

I have nothing left I need to do this in order to finish up loose ends before i check out
