Trump always picks a person with a history of Nevertrumper stuff, who is loyal, and unlikely to threaten him.

In 2016, he picked Pence believing that he was going to appeal to NeverTrumpers and not be a serious candidate to replace him, but ultimately he was such a good pick that he gave the NeverTrump side substantial motivation to betray the GOP and side with impeachment. His lack of political acumen became his reason for disloyalty, as he failed to realize that he needed to play the long game and even sacrifice himself for Trump if needed on J6, and instead he chose to betray Trump and bring his President down along with himself. As a result, nobody will ever care about him again; his political future is destroyed.

In 2024, he chose a new course. Rather than pick somebody very distant from his own base of support to serve as a bridge, he chose somebody who would be popular but too close to him ideologically for his supporters to call for the removal of Trump and too savvy to understand that disloyalty destroys popularity. Vance knows that his best bet is to be a loyal VP, build his base of support by reaching out to those on the periphery of Trump's movement, and run when Trump no longer will run, while continuing to rely on Trump's good faith and support until his President dies. In other words: Vance 2028 is likely the ending here.
