They're basically crying and pitching a fit because they think Obama should have acted on the reports they want instead of the reports he chose to act on. That's not how it works though, the President is explicitly allowed to decide that he finds a report lacking and order more reports.
They're also pulling a bait and switch waving around findings that Russia didn't change votes in voting machines and claiming that means Russia didn't interfere at all.
It might work to distract Trumps dumbass followers from Epstein but it will never hold up in court.
